The project, implemented under the Sector Programme Good Financial Governance (SP GFG), is part of the multi-donor initiative "Collect More – Spend Better: Green Public Financial Management" (CMSB-GPFM)”. Financed by the European Union and the German Federal Ministry for Economic Cooperation and Development (BMZ), and managed by GIZ, the initiative aims to strengthen the capacity of 10 partner countries - Benin, Cameroon, Ghana, Malawi, Namibia, Rwanda, Zambia, Mexico, Peru, and the Central American Integration System (SICA) - in implementing Green Public Financial Management (GPFM) and Domestic Revenue Mobilization (DRM) reforms. The project supports these countries in integrating climate and environmental considerations into public financial management (PFM) processes to align fiscal policies with international commitments.
ICON is developing a tool to incorporate climate and environmental aspects into PFM, enhancing transparency, efficiency, and sustainability in financial governance. This includes:
- Organizing a two-day Green PFM seminar and workshops for stakeholders, including finance ministry officials and climate finance experts, to strengthen capacities and identify priorities.
- Designing scalable concepts and instruments that integrate climate and environmental considerations into financial management processes.
- Facilitating knowledge exchange, best practices, and networking among partner countries and experts to create a collaborative environment for Green PFM implementation.
- Piloting and rolling out the developed tools in selected partner countries to test their effectiveness, gather feedback, and refine them for broader application.
