Enhance Cooperation between Public Employment Services (PES)

Measures to Enhance Cooperation between Public Employment Services (PES), in particular to Iimplement a ‘Benchlearning’ Concept within the PES Network

PROJECT DESCRIPTION

During the second year of implementation, ICON-INSTITUT continued with the provision of assistance to the Commission's Directorate-General for Employment, Social Affairs and Inclusion (DG EMPL) in enhancing the cooperation between Public Employment Services (PES) in the 27 EU Member States, Iceland and Norway. The PES Benchlearning (BL) project faced significant challenges due to the COVID-19 pandemic. All project activities related to the organisation of physical events were directly affected by public health measures and restrictions implemented across Europe. Consequently, all activities that included in-person events were reengineered and physical meetings were converted into virtual.

The main subject of this project is the continuous implementation of the Benchlearning initiative in its third cycle, supported by ICON-INSTITUT. Benchlearning is an innovative concept to define evidence-based learning by combining quantitative and qualitative benchmarking, mutual learning and support to implementation of good PES practices. In order to provide evidence for recommendations to the Public Employment Services, an assessment of the PES performance and a comparative analysis of PES data is conducted.
