PROJECT DESCRIPTION

The project's aim was to provide institutional support to FONERWA, set up in 2012 to mobilise domestic and international climate finance and to secure sustainable financing for public and private investment to contribute to environmental sustainability, resilience to climate change, and green growth. Included are grants for public sector entities (such as line Ministries and District authorities), civil society organisations and academia as well as innovation grants to support R&D, proof-of-concepts (prototyping) and demonstration (piloting and commercialisation) for private sector applicants.

The objectives were two-fold: 1. Improved provision of environmentally sound and climate-friendly infrastructure at district level; and 2. Improved capacity of FONERWA regarding climate-relevant issues in the areas of coaching and mentoring Civil Society Organisations (CSOs).

The TA focussed on strategic support areas: 1. Coaching and Mentoring to help CSOs develop project proposals for FONERWA, 2. Building FONERWA’s Institutional Capacity for gender inclusion in programme design and Implementation, 3. Development and roll out of an Environmental and Social Monitoring Framework (ESMF), 4. Development and roll-out of a Resource Mobilisation Strategy to deliver additional funding sources, 5. Governance and management support in the fields of Institutional and HRD, monitoring and evaluation, financial project management, procurement and reporting. This includes FONERWA’s planning and budgeting processes and development of an ICT strategic plan.
