PROJECT DESCRIPTION
The Girls’ Lower Secondary Education Programme (GLSEP) in Pakistan, funded by the Norwegian Ministry of Foreign Affairs and led by UNESCO Islamabad, aimed to improve access to quality lower secondary education for girls to promote gender equality. Launched in August 2019 with a three-year plan, the program was extended to January 2024 due to delays, including those from the COVID-19 pandemic.
GLSEP focused on four main areas: community mobilization for girls' education, infrastructure improvements (like constructing school latrines), enhancing curriculum and teacher training, and building institutional capacity for sustainability. It operates in five districts across Khyber Pakhtunkhwa, Sindh, and Punjab, in collaboration with 12 local organizations.
An independent final evaluation of the program was conducted by ICON from October 2023 to July 2024, assessing its relevance, efficiency, effectiveness, impact, and sustainability through a mixed-methods approach. This included a desk review of documents, key informant interviews with stakeholders, focus group discussions with community members, school observation visits, and an online survey with educators and students.
