PROJECT DESCRIPTION

In accordance with the agreement between DG EMPL and the three regional Belgian Public Employment Services (PES) – VDAB (Flemish Region), Le FOREM (Wallonia), and ACTIRIS (Brussels Capital Region) – only one PES is officially evaluated per EU-funded PES Benchlearning cycle.

This project focused on ACTIRIS and aimed to put the 'benchlearning' concept into practice – an innovative approach that combines quantitative and qualitative benchmarking, mutual learning, and support for implementing good PES practices. ICON-INSTITUT assessed the external performance assessment of ACTIRIS through an individual site visit and review of its PES Change Agenda. Based on this, a detailed external assessment report was produced. The report evaluated institutional changes undertaken to improve performance in line with the Benchlearning methodology and provided concrete recommendations for further development.
