PROJECT DESCRIPTION

The TC module is part of the German Development Cooperation (financed by the BMZ and implemented by the GIZ) in Burkina Faso’s water and sanitation sector, aiming to improve access in peri-urban areas. It supports national policy (PS-EEA) and contributes to the African Union Agenda 2063 and the 2030 Agenda. The project focuses on enhancing governance, capacity development, and innovative approaches for a sustainable sanitation supply chain. It supports the Ministry of Water and ONEA in improving monitoring, cost management, and vocational training. Pilot implementation in four municipalities serves as a model for scaling up sanitation services to benefit both urban and surrounding rural communities.

ICON was commissioned to conduct the central project evaluation for the project. The central methodological approach for CPEs focuses on credibly demonstrating the project’s contribution to achieving its objectives using contribution analysis and a theory-based evaluation design. The evaluation therefore analysed and used the GIZ results model and impact chains to develop a theory of change allowing to formulate two critical change hypotheses and assessing causal pathways, underlying assumptions, and potential risks. A central element of the CPE was the development of a contribution story, supported by triangulated, verifiable evidence and the consideration of alternative explanations. To ensure a comprehensive evaluation, ICON applied a mix of qualitative and quantitative methods—such as document analysis, stakeholder interviews, efficiency analysis (follow the money) and surveys—while also examining unintended results.
