Central project evaluation of the projects Capacity Development for Strengthened Drought Resilience in the Ethiopian Lowlands (CDSDR) and Strengthening Drought Resilience of pastoral and agro-pastoral communities in the Ethiopian arid and semi-arid lowlands

 

PROJECT DESCRIPTION

Object of this evaluation are two projects

(i) Strengthening Drought Resilience of pastoral and agro-pastoral communities in the Ethiopian arid and semi-arid lowlands (PN 2012.9761.3), funded through the EKF mechanism, (15.04.2019 – 30.06.2020)

(ii) and the regional project “Capacity Development for Strengthened Drought Resilience in the Ethiopian Lowlands (CDSDR) (PN 2014.2009.0) with an overall term starting from 01.08.2015 – 31.07.2019. The former project benefited from a co-financing from Swiss Development Cooperation (SDC) for its activities in Somali Region. This co-financing is an integral part of the external evaluation object.

The projects were assessed by ICON-INSTITUTE on the basis of standardised evaluation criteria and questions to ensure comparability by GIZ. This is based on the Organisation for Economic Co-operation and Development (OECD)/Development Assistance Committee (DAC) evaluation criteria (updated 2020) for international cooperation and the evaluation criteria for German bilateral cooperation (in German): relevance, coherence, efficiency, effectiveness, impact and sustainability.
