The Global Project Sustainable Fisheries and Aquaculture (GP Fish), as part of the BMZ‘ special initiative "Transformation of agricultural and food systems" (SI AGER), is implemented since 2016, and aims at improving the population‘s access to more fish products and at increasing incomes derived from sustainable fisheries & aquaculture in its seven partner countries (Cambodia, India, Madagascar, Malawi, Mauritania, Uganda, Zambia, Ghana, Mozambique).
To that end, the programme implements activities in three output areas: (a) ‘More fish, more income’; (b) ‘Sustainable fish’; and (c) ‘Less fish from illegal, unreported and unregulated (IUU) fishery’.
The GP Fish runs until 2025, however the majority of the country packages expires before the end of the overall term. Their results and impacts are to be documented and evaluated successively before the end of their implementation period.
In preparation of a central project evaluation at the end of the overall implementation of the GP Fish, the ICON team was tasked to conduct Evaluative Studies in 4 countries: Cambodia, Malawi, Uganda and Zambia. The EVAS include an assessment based on the six OECD/DAC evaluation criteria: Relevance, Coherence, Effectiveness, Efficiency, Impact and Sustainability. The results will be used for evidence-based decisions, transparency and accountability, and organisational learning.
