PROJECT DESCRIPTION
The EU financed project aimed to improve public health and support health system reforms in Tajikistan, creating a results-oriented, well-resourced healthcare sector.
ICON-INSTITUT was contracted to implement the DHIS2 (District Health Information System) software, which streamlined reporting forms, defined data elements, and tested case-based modules. DHIS2 was installed at central, provincial, and district levels, with personnel trained for its use. The system was progressively rolled out to 65 districts across the country. An updated inventory of health facilities was created, detailing services, personnel, medicines, and infrastructure. Human capacity for data management was strengthened, and quality assurance criteria were established to ensure data integrity.
Additionally, birth and death reporting completeness and accuracy were assessed using international methods, and death certification improved through collaboration with the World Health Organization (WHO). Regular updates of health performance indicators were incorporated into DHIS2, enhancing the capacity of health managers and statisticians to analyze data and monitor service delivery.
A policy paper on the Health Information System (HIS) strategy was developed in 2014, bridging the current HIS Strategic Plan with future strategies.
