ICON started with the first project phase of the EDUVIDA programme in 2013, financed by GIZ. As the educational and training institutions in Guatemala were at that time very limited in their capacity to reach young people in rural areas and to train them in the necessary key skills for job preparation, work and engagement as active citizens, the EDUVIDA programme advised the Guatemalan Ministry of Education in setting the conditions for the reform of the secondary education system. The programme focused its work in the regions (Departamentos) of Alta Verapaz and Quiché that had a high percentage of indigenous people and Chiquimula with a specific indigenous community. ICON worked in the following areas:
1. Strengthening institutional and pedagogical management
2. Advising on curriculum design and development
3. Improving teacher education and in-service training
With the provision of ICON’s services at micro, meso and national levels, the quality of education at the lower and upper secondary levels with particular focus on education for decent work, education for civic engagement and democratic participation of young people in rural areas was improved remarkably. The curriculum development action area of a rural secondary school programme focusing on intercultural citizenship education, entrepreneurship and labour education was implemented and finally cross-cutting services in IT and social communication with emphasis on learning platforms and on the academic management of blended-learning courses for Ministry of Education officers, teachers and young pupils been conducted successfully.
