PROJECT DESCRIPTION

As a follow-up project to a preceding phase, the 2nd phase of the EU-China Policy Dialogues Support Facility (PDSF II) started in March 2012 building-up on the achievements on the experiences of the previous work. PDSF II shared the same main purpose “to provide the European Commission and China with adequate, timely and professionally competent Technical Assistance and ancillary services for the implementation of the EU-China Policy Dialogues”. However, the project, by defining key areas of policy dialogues, was not a mere continuation of the previous years, but developed a sharpened focus for policy dialogues in EU-China cooperation.

In line with the overall objective to support China's sustainable development and successful transition towards a stable, prosperous country, as set-out in the EU-China 2020 Strategic Agenda for Cooperation”, the dialogue facility implemented about 45 activities, involving 16 sectors of cooperation between the EU and China. The following three activities shed a light on the work within PDSF II: 1) A Broadband Policy expert group analysed the current market and policy challenges to broadband development in the European Union and China, and identified current impediments to fast broadband rollout as a key prerequisite to competitiveness and innovation in both regions; 2) In the context of the dialogue on Agriculture and Rural Development, based upon sound joint technical research policy recommendations were developed on clean production and ecological compensation; 3) PDSF II also supported an activity on Climate Change Policies in the run-up to the Paris Summit in December 2015.
