PROJECT DESCRIPTION

This project, conducted under the EU Framework Contract for EU Election Observation Missions (EU EOM), aimed to strengthen democratization, good governance, and conflict prevention in developing countries, specifically Timor Leste for the 2012 legislative elections.

ICON-INSTITUT was contracted to enhance the electoral process by reducing fraud and manipulation risks, improving the legal framework for future elections, boosting public confidence in institutions, and informing European institutions about election conduct in third countries.

The project involved the implementation of security, logistical, and administrative support for the EU EOM in Timor Leste. It contracted experts and the EU core team, including a Chief Observer and 28 Long-Term Observers, along with local staff. Comprehensive security measures, including pre-deployment training, satellite tracking, and medical services, were provided. Additionally, the project supported the deployment of a European Parliament delegation during the election period.
