PROJECT DESCRIPTION

The project focused on establishing and managing an EU Election Observation Missions (EOM) mission in Kabul, Afghanistan, ensuring its smooth operation and the safety of all personnel involved. This involved contracting a wide range of experts, including project managers, security specialists, and IT professionals, as well as assembling the EU Core Team of 16 members. The team included key roles such as the Chief Observer, Legal Analyst, Political Analyst, and Regional Experts. Local support staff in Afghanistan were also recruited to aid the mission's activities.

To support the mission’s operations, logistical arrangements were made, including air travel for team members, pre-departure training on country-specific and security issues, and providing office space, IT equipment, and accommodations for the mission headquarters in Kabul.

A comprehensive safety management system was put in place to ensure the well-being of all observers, including medical services and other protective measures. This ensured that the mission could be carried out effectively and securely in a challenging environment.
