PROJECT DESCRIPTION

The Food Security Programme in North Korea aimed to address critical food shortages by connecting emergency aid with long-term rehabilitation and development efforts. This initiative, funded by the European Commission, sought to improve food security in the country by supplying essential resources and fostering sustainable agricultural practices.

ICON-INSTITUT conducted the technical assistance to ensure the successful implementation of Financing Agreements (2004-2006) for direct food aid. This included delivering farm equipment and offering relevant training to selected cooperatives in the provinces of South Hwanghae and South Pyongan, as assessed by an independent mission. In addition to these efforts, the project supported the finalization of the 2005 Call for Proposal for NGOs, offering technical support to partners involved in the European Union Programme Support (EUPS). Coordination with other international agencies, such as ECHO, as well as ongoing dialogue with DPRK authorities, ensured smooth operations on logistical and technical fronts. Furthermore, the project provided feedback on various EuropeAid-funded initiatives, ensuring alignment with broader Asia-focused programmes, including Asia Trust Fund, AsiaInvest, Asia-Urbs, and Asia Link. Through these combined efforts, the programme not only addressed immediate food security concerns but also laid the groundwork for long-term development in North Korea’s agricultural sector.
