PROJECT DESCRIPTION
The recent economic growth in Morocco has not benefited all groups of citizens and regions equally. There is high youth unemployment, a lack of opportunities for women to participate, corruption and a large development gap between urban and rural areas. Morocco continues to suffer from insufficient job creation and, as a result, a lack of decent employment opportunities.
ICON conducted a comprehensive analysis of the employment situation and the labour market of Morocco, in line with GIZ’ guidelines for the preparation of an "Employment and Labour Market Analysis (ELMA)". This analysis served the following purposes:
• Understanding country-specific challenges in job creation through a detailed analysis of the Moroccan labour market.
• Providing proposals and recommendations for the BMZ country strategy in relation to employment promotion, in support of preparing intergovernmental negotiations, defining the priorities of a country portfolio and a strategy to support the promotion of decent and productive employment.
• Establishing a baseline for future review processes.
The analysis took into consideration inter alia the potential for a green transformation, the economic inclusion of women, and skilled jobs with "decent" working conditions and wages.
