Support to Judicial and Legal Reform in the Republic of Kazakhstan
PROJECT DESCRIPTION
The project aimed to enhance the quality of Kazakhstan’s judiciary and legal system by introducing international best practices and strengthening key institutions. In close collaboration with the country's legal bodies, the project focused on improving strategic policy frameworks and ensuring that Kazakhstan's judiciary legislation aligned with international standards.
ICON-INSTITUT supported the implementation of the Supreme Court's Strategic Plan (2009-2011) and offering guidance on other strategies and action plans. The project facilitated the introduction of global best practices into Kazakhstan’s legal documents, ensuring that the country’s legal system evolved to meet the demands of international agreements. In addition to working with the judiciary, the project also provided critical support to strengthen the advocacy institution in Kazakhstan. By offering policy advice and delivering training, the initiative aimed to build the capacity of the country’s legal professionals to better advocate for justice and equality. The project further extended its support to specific areas of legal reform. This included assisting the Supreme Court’s Research Centre, enhancing court decision enforcement, improving the functioning of jury trials, and aligning arrest warrant procedures with international standards. The Forensic Centre of the Ministry of Justice also benefited from targeted support to improve its operations and integrate modern forensic practices into the justice system. Overall, the project played a vital role in modernizing Kazakhstan’s legal and judiciary institutions, promoting legal reforms, and strengthening the rule of law in the country.
