The Cameroonian state's capacity for development-oriented use of public funds, effective generation of own revenues, and management of domestic relations in the area of local government finance is insufficient. The project “Support to the Modernisation of Public Finances (PAMFIP)" aims to improve the management of public finance and intervention in the public financial management reform, which was launched by law in 2007. It contributes to the objective of “Improvement of pre-conditions for a comprehensible implementation of the program budgets” by optimising the programming and management of the budget and supporting the continued modernisation of state treasury management.
The outputs generated are the availability of standardised formats documenting and justifing transfer of appropriations for management meetings as well as a sector three management control tool in many ministries (such as indicator description forms, Dashboards for Program-Monitoring, Dashboards for the Monitoring of actions).
Tasks performed by ICON include: 1) Diagnosis of existing tools, practices and capacities of management control, 2) Tool development and improvement of management control, 3) Training and on the job training to foster use of tools and im-prove practice of management control, 4) Organisational change management to improve steering of the program-budget in a performance logic and 5) Communication and capitalisation to foster learning and improve practice of management control.
