Cameroon's "Vision 2035" and the national development strategy set three strategic priorities to improve the situation of the population: Growth, employment, and governance. The reform of public finances and the introduction of result-oriented budget management as well as a stringent linkage of planning, programming, budgeting, monitoring, and evaluation are intended to contribute to the achievement of these objectives. The project PAMFIP which is finances by GIZ aims to improve the management of public finance in Cameroon and intervention in the public financial management reform, launched in 2007. In this scope, the project advises the Ministry of Finance, the Ministry of Economics, Planning and Spatial Planning and other specialised ministries on increasing coherence between medium-term financial planning and programme budgets, as well as on comprehensible implementation and monitoring of the implementation of programme budgets.
With ICON-INSTITUT’s contributions, the public finance system in Cameroon is modernised twofold in order to improve the preconditions for a transparent execution of the programme budget. On the one hand, some pilot ministries are supported in introducing medium-term budgetary frameworks as well as medium-term expenditure frameworks to optimise the programming and management of program budgets, and on the other hand, different management control tools for monitoring and evaluation budget-related decisions, such as Dashboards for Programme-Monitoring or Dashboards for the monitoring of actions are introduced.
