PROJECT DESCRIPTION

The political, economic and social crises of 2009-2013 and natural disasters turned Madagascar into a fragile state. The restoration of the constitutional order enabled the government to resume its efforts in returning to the track of development. Budgetary constraints are the cause of Madagascar’s fragility. The European Union, and especially the European Development Fund (EDF) finance projects aiming at national development.

ICON-INSTITUT supports the Madagascar’s National Authorising Officer (NAO) and his deputies in strengthening their capabilities for an effective co-ordination and better absorption of the European Union’s support. More precisely, the NAO system is supported by strengthening its technical and administrative functions. The staff is trained to support the project cycle management of EU funded projects and to ensure a good coordination of EDF projects among different development stakeholders. Staff capacities are strengthened in terms of project implementation and progress follow-up. The staff is now able to prepare contracts, to handle administrative and financial coordination. In addition, ICON-INSTITUT contributed to the improvement of the NAO visibility system: setting up of a webpage, organization of conferences and work-shops on relevant topics and regular publishing of articles in the media informing on the NAO’s work.
