Technical Assistance to Support Pension Reform in Tajikistan

 

PROJECT DESCRIPTION

The project focused on enhancing the efficiency, fairness, and sustainability of the pension system in the Republic of Tajikistan. With the Government of Tajikistan (GoT), the Ministry of Labour and Social Protection of the Population (MLSPP), and the State Agency for Social Insurance and Pensions (SASIP) as key partners, the project aimed to support a comprehensive review of the new pension law, ensure its effective implementation, and develop the necessary administrative and organizational frameworks.

ICON-INSTITUT was contracted by the Delegation of the European Union to Kazakhstan, Kyrgyzstan and Tajikistan to modernize and sustain Tajikistan’s pension system. It began with a policy review of the new pension law, leading to an updated system design and legal amendments submitted for government approval. Legal support involved drafting by-laws and regulations, followed by a publicity event to introduce the revised framework. Organizational adjustments were made by revising the human resources, structures, and budgeting processes of the Ministry of Labour and Social Protection (MLSPP) and the State Agency for Social Insurance and Pensions (SASIP). The project also built actuarial capacity by training staff, establishing an Actuarial Unit, and implementing cash flow projection models. To support the reform, ICT requirements were assessed, with recommendations for upgrading IT systems and recruiting necessary personnel. Overall, the project established a sustainable and efficient pension system for Tajikistan.
