Concept note on the future strategic cooperation between EC and WHO on the background of the new Global Health Strategy

 

PROJECT DESCRIPTION

This project is funded by the European Commission and has the overall objective to prepare a concept note with recommendations on how to steer the future cooperation between the WHO and DG INTPA in the light of the new EU Global Gateway strategy. This shall cover aspects of structured strategic political dialog, joint programmes, alliances building and potential partnering for engagement in other multilateral fora.

The EU and WHO have a long-standing strategic partnership based on a Memorandum of Understanding with the European Commission dating back to 2004. The Memorandum included having transformative impact on countries to strengthen health systems, achieve universal health coverage, and improve global and national capacities to prepare, prevent and respond to health emergencies. The European Commission became the fifth largest WHO donor in the period 2020-2021.

The EU-WHO partnership includes regular meetings, conferences, and high-level strategic dialogues that aim to enhance alignment, synergies, and a shared commitment to the shared objectives in the health sector. Since the European Commission has now set out the Global Gateway, this assignment serves to review past and recommended future collaboration with the WHO to improve its strategic role in global health in a coherent manner, with the focus on DG INTPA’s role.
