PROJECT DESCRIPTION
The project Good Financial Governance in the Health Sector aims to enhance efficiency, equity, and transparency in Cameroon’s public health service delivery by improving financial management practices. Financed by BMZ and commissioned by GIZ, the project focuses on integrating Good Financial Governance (GFG) approaches into the work of government officials in both the health and public finance sectors. The objective is to strengthen institutional capacities, foster cross-sector collaboration, and address challenges at the intersection of public financial management and health sector outcomes.
ICON is responsible for adapting and facilitating a training program tailored to the national context, ensuring that government officials in health, finance, and planning ministries develop a shared understanding of financial governance challenges and solutions. The program promotes collaboration between key stakeholders, including representatives from development partner agencies such as the World Bank, AFD, WHO, and USAID, where appropriate.
ICON is conducting the conceptual adaptation and facilitation of a Good Financial Governance training course for Cameroon’s health sector. Key tasks include:
- Reviewing the existing regional training course and adapting it to the Cameroonian context.
- Designing a national curriculum that aligns with public financial management (PFM) and health sector requirements.
- Conducting a fact-finding mission to refine the curriculum through interviews with ministry representatives and GIZ project staff.
- Preparing and adapting training materials, including learning modules, facilitator guides, and course handouts.
- Facilitating a national, bilingual pilot training to ensure accessibility in both English and French.
- Organizing virtual feedback workshops with GIZ representatives to refine the training approach.
- Producing all required course materials, including translation of documents from English to French.
