Modernisation of Public Finances in Cameroon – PAMFIP III
PROJECT DESCRIPTION
The Cameroonian state's capacity for development-oriented use of public funds, effective generation of own revenues, and management of domestic relations in the area of local government finance is insufficient. The PAMFIP III (Programme d´Appui à la Modernisation des Finance Publiques) hence aims at improving Citizens' access at local and national level to government services and infrastructure. In special it aims at strengthening the Cameroonian public finance system in terms of development-oriented budget management, the mobilisation of own resources, and domestic cooperative relationships.
The TA module strengthens the capacities of the Ministry of Finance, Decentralisation and Health in the collection of taxes through audits and a development-oriented preparation and implementation of program budgets. Consulting and training in organisation and processes is provided to central actors. The cooperation of national and local actors in the design of municipal finances is promoted. Strengthening of the capacities for (1) a compliant gender-sensitive and development-oriented budget management, (2) the implementation of data-driven and transparent audits as well as (3) the design of intra-governmental cooperation relations in the field of municipal finances. Other tasks are advice to the ministry of decentralisation and local development (Ministère de la Décentralisation et du Développement Local, MINDDEVEL) and the ministry of health (Ministère de la Santé, MINSANTE) on the preparation and improvement of medium-term expenditure frameworks and program budgets with a focus on measurable developmental as well as gender-sensitive products.
