PROJECT DESCRIPTION

The water sector in Zambia has undergone substantial legal and institutional reforms since the mid-nineties. But whilst improvements have been achieved, access to adequate water supply and sanitation (WSS) in rural areas remain unsatisfactory. In this context the Ministry of Local Government and Housing (MLGH) prepared a National Rural Water Supply and Sanitation Programme (NRWSSP) aiming at providing sustainable access to water supply and sanitation in rural areas so as to contribute towards poverty alleviation of Zambia’s rural population and contribute towards achievment of Millennium Development Goals for water and sanitation coverage. Contents of the ICON’s assignment to support the establishment of a basket fund were the provision of (ad-hoc) advice, technical assistance and training to the staff of the NRWSSP at the MLGH / Ministry for Water Development, Sanitation and Environmental Protection (MWDSEP), Provincial Support Teams (PST) and local authorities at district level. ICON supported the Client NRWSSP in the implementation of roll-out for the NRWSSP for up to 49 districts for the closure of Phase I and for the optional 36 districts for Phase II and was responsible for managing the Disposition Fund. ICON successfully implemented the project financed by KfW and enabled the rural population to access reliable and safe water and sanitation services in the targeted districts.
