PROJECT DESCRIPTION

The German development cooperation is implementing the programme “Promoting Dialogue and Participation in Iraq” (PDP) with the Iraqi Ministry of Planning as the political partner, to support an environment which allows for inclusive dialogue and participation processes. PDP aims to initiate, promote, and establish dialogue and participation formats to facilitate the inclusive development of reform proposals in Iraq. The dialogue formats address a broad range of different actors from the civil society, the private sector, local and federal government, and academic institutions, and pay special attention to the inclusion of women and youth.

As part of the capacity development approach, ICON conducted a training needs assessment, developed several training modules for Iraqi state institutions and civil society organizations, implemented training-of-trainers, and facilitated exchange between private and public sector actors. The intervention measures contributed to improving the quality of citizen engagement by the involved state institutions, and the capacity of Iraqi NGOs to develop and draft policy recommendations and improve strategic communication, outreach and advocacy, as well as coalition and network building.
