PROJECT DESCRIPTION

The project “Strengthening Public Finances and Financial Markets” in Iraq supports key aspects of the White Paper that promotes important aspects of the ongoing reform projects. One of the main reform projects is to introduce intensive improvements to Iraq’s management of the public finance system. By proposing a set of comprehensive reforms and policies, the White Paper aims to rebalance and reposition the Iraqi economy on a track that allows the state to transform it into a diversified and dynamic economy. ICON provides technical support to strengthen the capacities of the Ministry of Finance and related institutions of relevance for public financial management, such as Supreme Audit Institutions, the Federal Board of Supreme Audit and Finance Committee of the Iraqi Parliament. ICON’s assignment is embedded in activities related to Output 2: “Strengthening the capacity of Public Financial Management and accountability institutions in Iraq”. In this context, 4 work packages are being implemented: financial control, gender and geographic budgeting, forecasts and prognoses as well as public expenditure and financial accountability (PEFA-assessment). Technical assistance activities related to these areas comprise inputs mainly taking form of research and analyses, development of/inputs to policy proposals, draft reform plans or strategies, development of tools and/or inputs to capacity building measures/trainings.
