PROJECT DESCRIPTION

The European Commission is exploring to put in place an IPA-funded regional programme on culture and creativity in the Western Balkans. While taking forward the Western Balkans Strategy and the EU Agenda for Culture and promoting regional ownership, the proposed action promotes a rich and diverse mosaic of cultural and creative expressions to foster social cohesion and contribute to socio-economic development, thus creating an environment conducive to reconciliation.

The assignment supported and advised decision makers in the EU on a coherent proposal for an action contributing to cultural cooperation within the Western Balkans and with the EU, in line with IPA objectives, the Western Balkans Strategy and the New European Agenda for Culture.
To assist the EU commission to further identify and formulate the IPA-funded action an analysis of the needs and opportunities for engagement to a detailed project design in line with IPA requirements has been developed and proposed focusing on the areas of strengthening the cultural and creative sectors in the Western Balkans, creating synergies between the public and the private sector and of promoting and preserving cultural heritage for local development. An action Document has also been developed describing the specific action to be proposed under IPA II together with a Contribution Report describing key technical element for the future implementation of such an action.
