Capacity Strengthening for Private Sector Development (PSD)
PROJECT DESCRIPTION
ICON is one of the first German Consulting companies which has been working for GIZ in Myanmar since 2014. This was the starting point to getting familiar with the country and culture, meeting relevant actors and building up a profound reputation in the country. For the Private Sector Development programme we advised the Shan State Planning Department and the Ministry of National Planning and Economic Planning Development in Taunggyi in planning the Regional Development Plan (RDP) 2016-2021. The aim of this intervention was:
1) Advisory support to planning process Regional Development 2016-2021 to strengthen the capacity of state institutions to formulate regional socio-economic development focused plans with clear links to the national strategy. These outputs were successfully achieved through the implementation of workshops, seminars and training sessions on topics like information needs, policy best practices, process planning for drafting RDP, SWOT and problem analysis, participation of civil society and business community, indicative budget allocation, etc. Furthermore we advised the Planning Department in conducting an ex-ante evaluation for the RDP.
2) Advisory to improve participation in the planning process. ICON’s team of experts elaborated a comprehensive concept of participation in collaboration with relevant actors in Shan State. This concept was based on the experience in participation in planning processes in other regions (esp. Europe).
3) Developing an instrument for measuring the regional competitiveness. ICON’s team of experts developed a methodology for a balanced scorecard as instrument for measuring competitiveness for and in selected regions in Shan State.
