Central Project Evaluation of the Project “Rural Development Cameroon”

 

PROJECT DESCRIPTION

Subject of this evaluation is the regional project “Rural Development Cameroon” (PN 2013.2294.0) with an overall term starting from 01.07.2016 - 30.06.2020.

Due to its geographical location and ecological diversity, Cameroon has considerable potential for agriculture and livestock. Agriculture makes a crucial contribution to economic development. It accounts for over 20 per cent of the primary sector in gross domestic product (GDP) and 55 per cent of export earnings. It also provides the largest share of active employment. The company structures are characterised by small-scale family farms.

The Rural Development Support Program (PADER) is a result of the cooperation between the Republic of Cameroon and the Federal Republic of Germany. It is an important pillar of the new "Rural Development" priority cluster of bilateral cooperation between Cameroon and Germany. Its objective: the agro-pastoral productivity concerned with resource conservation has increased in the North and Adamawa regions.

ICON-INSTITUTE conducted the evaluation by involving a critical analytical review of the results and implementation of the project. Necessary data was collected by conducting interviews with the involved stakeholders and by other methods defined in the inception phase. Data was then analysed, triangulated, assessed and validated systematically. Based on the findings, the evaluation report was elaborated.
