Lot 2: Services Procurement Contract for Consultancy Assignments in the Area of Skills Demand and Supply in Jordan

 

PROJECT DESCRIPTION

ICON conducted a needs-based plan for capacity development of (semi-) public vocational training providers in Jordan. The project was financed by the Enabel, the Belgium Development Agency. The overall objective was to analyse the gaps between the training offers of (semi-) public vocational training institutes (VTI) and the skills supply of the Youth (between 15 and 30 years, including Syrian refugees, vulnerable Jordanian and women) in order to upgrade the existing training offers. The project referred to the North and Centre of Jordan to involve resided Syrian refugees, but also the South to address vulnerable Jordanians and involve existing VTI’s.

The assignment was carried out through a combination of desk review of relevant documentation and information, key- informant interviews and a field survey using questionnaires and Focus Group Discussions. Baseline data have been collected to compare the organisational, management and training capacities of the VTI’s in view of improved labour-market relevance and quality of training provision. A comprehensive Capacity Development Plan was developed including components for indicators, timing, budget, and responsibilities to improve the training offers of the VTS’s.
