PROJECT DESCRIPTION

This project relates to the renovation and upgrading of existing, as well as the construction of new transmission lines and substations in different parts of Bangladesh. The TA is provided to the Power Grid Company of Bangladesh (PGCB) in order to support it to create a reliable and efficient supply of electricity in the respective regions of Bangladesh.

The objective of this assignment is to support the PGCB in building and strengthening its E & S Unit and its Financial Department in order for them to be able to:
• Prepare and pursue Environmental & Social Issues in the project planning, preparation and implementation
• Monitor E & S and Health & Safety aspects in the different project, collect and process relevant data
• Management of grievances, public health and safety and community relations
• Contract and manage E&S consultants (local/international)
• Comment and coordinate the work of E&S consultants
• Perform E&S parts of scoping and feasibility studies according to international standards
• Understand and manage the gaps between national environmental law and international donors’ standards requirements
• Advise and accompany other units within PGCB related to E&S and HSE aspects
• Train and sensitize management and officers on E&S and HSE aspects
• Outline and conceptualize the high-level-design, identify potential providers in order to assess the cost, possibilities, the implementation strategy and procedure, and identify financing possibilities for a full automated modular accounting system based on international accounting standards and fitted to Bangladesh requirements
