PROJECT DESCRIPTION

The project played a vital role in advancing Afghanistan’s Public Administration Reform (PAR) by focusing on three critical areas of support.

ICON-INSTITUT worked to strengthen the Human Resources (HR) capacities of the Ministries of Public Health and Justice. By helping these ministries define reform objectives and develop HR policies, the project enabled them to better implement second-generation reforms, ultimately improving their ability to serve the public effectively.

In parallel, the project collaborated with the Independent Administrative Reform and Civil Service Commission (IARCSC) to modernize civil service laws and overhaul the pay and grading (P&G) system. It introduced a new job classification system and developed a severance policy that included reskilling and redeployment programs for redundant civil servants. These reforms aimed to make the civil service more streamlined and responsive to the country’s needs.

The project also focused on capacity building for the National Civil Service Training Institute (CSTI). By developing training modules, coordinating in-service programs, and organizing internships and study tours for institutional staff, the project ensured that CSTI could effectively train both new and existing civil servants. This investment in training laid the foundation for a more professional and capable workforce within the public sector. Through these efforts, the project contributed significantly to creating a more efficient, modern, and accountable public administration system in Afghanistan.
