Consultant Services for Institutional Reforms in Vocational Education and Training Schools of Afghanistan

 

PROJECT DESCRIPTION

As part of the Afghanistan Skills Development Project (ASDP), this initiative aimed to reform and modernize Afghanistan's Technical and Vocational Education and Training (TVET) system. The focus was on transforming the Deputy Ministry of Technical and Vocational Education and Training (DMTVET) through decentralization and capacity building, involving both ministry officials and three pilot schools.

Key efforts included conducting a training needs survey for staff and addressing negative attitudes towards stakeholders. The project redefined the department’s primary tasks, tackled weak processes and redundancies, and redesigned job descriptions to improve staff responsibilities. Improved interaction with vocational schools was also prioritized to ensure better administrative support. Additionally, the project provided capacity-building programs to reorient staff attitudes, developed personnel evaluation systems, and guided the director in building a value-based administrative system. The overall aim was to enhance decision-making, improve process efficiency, and ensure a successful transformation of TVET in Afghanistan.
