UNESCO’s CapED Sustainable Development Goal 4 (SDG 4) Pilot Programme was launched as a direct response to the SDG4-Education 2030 Framework for Action. The program aimed to help 11 least developed countries (LDCs) operationalize their commitments to SDG 4 at the national level over two years, focusing on improving education systems and ensuring access to quality education for all.
ICON-INSTITUTE was contracted by the UNESCO to conduct an external evaluation with a formative purpose, aiming to provide recommendations on how to replicate and expand the model in other countries. It sought to understand the effectiveness of the programme, assess its achievements, and identify lessons that could shape future efforts. This involved evaluating outcomes such as the revision of education sector plans, the creation of right-to-education reports, and the development of tools that contributed to National Strategies for Education Statistics. The evaluation also examined how the programme’s tools and methodologies were implemented, identifying strengths and areas for improvement in terms of approach, capacity-building, management, and monitoring.
The evaluation employed a mixed-method approach, combining both quantitative and qualitative data collection and analysis. Data triangulation ensured the accuracy and depth of findings. The process was also participatory, engaging beneficiaries and stakeholders through interviews, surveys, and focus groups to gather diverse perspectives and insights.
