Secondary Vocational Education Programme for Young Persons, Phase II
PROJECT DESCRIPTION
The second phase of the Programme for Secondary Education and Vocational Training aimed to help young people aged 18 to 29, who were neither in school nor employed, by improving their access to secondary education and vocational training to enhance their job prospects.
ICON-INSTITUT strengthened the institutional framework for lifelong learning by improving the technical and organizational capacities of national and provincial ministries. A flexible, modular secondary education system was introduced, allowing youth to complete their education through classroom or blended learning. Teachers were trained, and Information and Communication Technologies (ICT) were integrated to modernize the learning process, with a focus on science education. Vocational training was expanded to meet the needs of the labor market, with updated curricula, trained teachers, new materials, and improved facilities. The programme also provided technical assistance to ensure sustainability, transferring skills to local teams in 23 provincial ministries and the national Ministry of Education to maintain the program after external support ended. Overall, the programme created a foundation for sustained educational support and job readiness for youth in the region.
