Mid Term Evaluation of the Skills and Technical Education Programme (STEP) in Malawi and preparation of next TEVET support programme

 

PROJECT DESCRIPTION

The EU-funded Skills and Technical Education Program (STEP) aimed to strengthen Malawi’s vocational education and training (VET) sector, focusing on expanding equitable and gender-balanced opportunities to meet the economy’s need for skilled professionals. ICON-INSTITUTE was contracted by the Delegation of the European Union to Malawi to conduct the Mid-Term-Evaluation of the Programme with the main objectives to provide an independent assessment of STEP’s past performance, particularly its intermediate results compared to its goals, and to offer lessons and recommendations for improving current and future actions. Additionally, a needs and feasibility assessment was conducted to explore the possibility of establishing a Technical Instructor College (TIC) as part of the next EU program supporting the VET sector in Malawi.

The evaluation followed four phases: inception, desk review, fieldwork, and synthesis. It also contributed to the identification and formulation of the next EU program, with final reports produced for both the STEP evaluation and future program planning. The main users of the evaluation were Malawi’s Ministry of Labour, the NAO Support Unit, and the EU Delegation to Malawi.
