PROJECT DESCRIPTION
The ICON-INSTITUTE was commissioned by the EU Delegation to Libya to conduct mid-term, final, and ex-post evaluations of EU-funded social sector programmes in Libya. The global objective of the programme was to support the development of meaningful, relevant, and efficient programmes in Libya's social sectors. The ICON-INSTITUTE supported successfully the identification and formulation of future programmes based on the EU's programming cycle, and conducted demand-driven studies on health, education, social inclusion, youth, and culture as required by the EU Delegation to Libya. The assignment also took into account cross-cutting issues such as environmental sustainability, climate change, rights-based approaches, gender equality, and inclusivity, including for people with disabilities and indigenous communities.
ICON conducted particularly strategic evaluations of EU engagement in Libya’s health and youth sectors to identify lessons learned and opportunities for future engagement. A deep understanding was gained of existing social inclusion and protection systems, with a focus on people with disabilities. The current structures were assessed to promote nexus approaches in Libya, offering recommendations for enhancing social services development. Additional short-term studies were conducted in education, youth, culture, social inclusion, labor market, and health to support further programme development.
