PROJECT DESCRIPTION

The European Training Foundation (ETF), a specialized EU agency, focuses on human capital development by enhancing vocational education and training (VET) systems in line with EU external relations policies. In 2010, the ETF launched the Torino Process, a participatory, evidence-based initiative to analyse VET policies in partner countries and build consensus on future developments.

The objective of the project was to provide an interim evaluation of the first two rounds of the Torino Process, assessing the extent to which its objectives were achieved. The evaluation aimed to identify opportunities for improvement that would help shape the third round of the Torino Process, scheduled for 2014.
