Service contract for measures to enhance cooperation between Public Employment Services (PES), in particular services to implement a “Benchlearning” concept within the PES Network

The 3rd cycle of the PES Benchlearning project has just been awarded to ICON-INSTITUT Public Sector GmbH.  The maximum value of the contract is more than 10 million Euro. The contract with DG EMPL covers measures to enhance cooperation between Public Employment Services (PES), in particular services to implement a ‘Benchlearning’ concept within the PES Network and is supported by theEuropean Programme for Employment and Social Innovation “EaSI” 2014-2020. ICON-INSTITUT Public Sector GmbH will assist the Commission in its task to continue the implementation of the Decision on enhanced co-operation between PES and other related activities to foster cooperation between PES, thereby improving the quality and quantity of PES services on the ground throughout the Union, in line with the objectives of the Europe 2020 strategy.
In the period 2015-2018, ICON-INSTITUT Public Sector GmbH successfully assured the implementation of the Benchlearning initiative in its 1st and 2nd cycle. The ICON endeavours were addressed to put into action Benchlearning as an innovative concept to define evidence-based learning by combining quantitative and qualitative benchmarking, mutual learning and support to implementation of good PES practices. Starting from 2019, ICON-INSTITUT Public Sector GmbH follows with the continuous implementation of the Benchlearning initiative in its 3rd cycle, which will be a three-year cycle, (2019/2020/2021), and possibly the beginning of the 4th (2022) cycle. ICON-INSTITUT Public Sector GmbH will deal with both the quantitative and qualitative assessment of PES performance and comparative analysis in order to provide evidence for recommendations to PES, and the fostering of tangible and evidence-informed mutual learning among PES in order to increase PES performance.
